Each month we publish a news article that gives you a holistic view of the draws conducted by various Canadian provinces (Provincial Nominations; PNP draws). While this article is regarding September month’s provincial draws, you can read for the month of August in this article. In September 2022, Immigration, Refugees, and Citizenship Canada (IRCC) conducted several draws targeting provincial nominee candidates. Over 11,511 invitations were issued by various Canadian provinces [directly]. Most provinces and territories have at least one provincial nominee program aligned with the Federal Express Entry selection system.
All Canadian provinces and territories (except Quebec and Nunavut) operate their own Provincial Nominee Programs. These programs allow provincial governments to select the most suitable candidates to meet their local labour market needs.

British Columbia Provincial Nominee Program (BC PNP)
British Columbia held a total of 4 draws in September, inviting 1,299 candidates to apply for provincial nomination through Express Entry BC and skills immigration streams. In August 2022, British Columbia held 3 draws and a total of 1056 candidates were issued invitations. You can read more about this article on our website, which you can access here. Manitoba Provincial Nominee Program (MPNP)
The province held 3 draws (on September 15th, 14th & 8th), under two streams: Skilled Workers in Manitoba, Special Immigration Measure: for Ukrainians, and the International Education Stream. A total of 723 Letters of Advice to Apply (LAAs) were issued, of which 226 applicants had a valid Express Entry profile at the time of invitation. Prince Edward Island Provincial Nominee Program (PEI PNP)
The province of PEI, through the Prince Edward Island Provincial Nominee Program (PEI PNP) invited a total of 147 candidates on September 15th.
Ontario Immigrant Nominee Program (OINP)
Ontario – one of the most populous and preferred destination for newcomers – held draws on the 20th , 27th , & 28th September , under four streams, namely: Skilled Workers, Human Capital Priority Stream, Masters Graduate Stream, and Skilled Workers Overseas. A total of 5226 Notifications of Interest (NOIs) were issued in this draw. In August, the province issued a total of 781 invitations. You can read about August month’s draws here. Saskatchewan Immigrant Nominee Program (SINP)
The province of Saskatchewan, through Saskatchewan Immigrant Nominee Program (SINP) held invitation rounds on the 1st, 6th, 7th, 15th and 28th of September. A total of 4,116 candidates were invited to apply for a provincial nomination in these draws. Saskatchewan issued 2042 invitations in the previous month, which you can read here. Other provinces:
In September, no draws were conducted by New Brunswick, Newfoundland and Labrador, Nova Scotia, Quebec, and Alberta.
Provincial Nominee Programs are fast-tracked Canadian immigration programs which provides a unique pathway to immigrate to Canada. There are two types of provincial nomination programs:
Base nominations: these streams work outside of the Express Entry system and are managed by provinces themselves. Base nominations are subject to streams and processing standards. The candidates opting for base nomination should meet the criteria for a PNP pathway, then apply and if successful, receive a nomination certificate. Once the nomination certificate is received ,the candidate can apply for permanent residence status with the IRCC.
Enhanced nominations: these streams are linked with the Express Entry system. Provincial immigration officials search for suitable candidates who match specific criteria. These provinces later invite eligible candidates to apply for provincial nomination.
Express Entry is an electronic selection system used by the Federal as well as Provincial governments of Canada [to select], as well as designated Canadian employers [to nominate] candidates for Canadian permanent residence under three of its popular economic [skilled] immigration programs:
Candidates eligible for any of the above programs are given a Comprehensive Ranking System (CRS) score in the Express Entry Pool. It is based on their Core/Human capital factors such as age, work experience, education, and language ability in English and/or French, etc. Based on scores, candidates are periodically invited (or nominated) for permanent residence.
