British Columbia held its third Base Stream PNP draw of 2025 this week, inviting qualified entrepreneurs to apply for provincial nomination. On April 15, through the British Columbia Provincial Nominee Program (BC-PNP), the province conducted a draw under its Entrepreneur Immigration - Base Stream. A total of five candidates were invited to apply for provincial nomination, with the minimum score required set at 115. This draw highlights the province’s ongoing efforts to attract experienced entrepreneurs to support economic development through business investment.
Foreign entrepreneurs must either start or buy a business in British Columbia that contributes to the province's economy to be considered for this stream.
Applicants must have a registration score of at least 115 points, a net worth of $600,000, CLB level of 4, and be willing to invest at least $200,000 in a business. They must also intend to own one-third of the business or invest $1 million.
Applicants must also have a two-year post-secondary diploma or specific work experience, including three years as a business owner-manager, four years as a senior business manager, or a combination of one year as an owner-manager and two years as a senior manager.
Candidates must create at least one full-time job for Canadian citizens or permanent residents. The BC PNP also offers a regional entrepreneur stream with a lower net worth requirement, but it requires a visit to a participating community and a letter of support.
British Columbia has made key changes to the BCPNP, including closing several streams and restricting new applications. In 2025, the province is prioritizing front-line healthcare workers and high-impact entrepreneurs and skilled workers.
