British Columbia, Manitoba, PEI, and Quebec Invite Candidates Through PNPs

Provincial Nominee Programs (PNPs) are established to suffice the immigration requirements of the participating province or territory. All provinces of Canada (except Quebec, which has its own immigration programs) as well as territories (except Nunavut) has their own Provincial or Territorial Nominee Programs. It is a popular method for skilled workers to immigrate to Canada. Recently, three Canadian provinces has invited applications for their PNPs.

Being nominated by a province does not guarantee permanent residence. Candidates must still go through Immigration, Refugees and Citizenship Canada’s (IRCC’s) immigration formalities. However, it significantly boosts their application, as those who receive a provincial nomination secure an additional 600 CRS points, ensuring an ITA in the next Express Entry draw.

Canada’s latest Provincial Nominee Programs (PNPs) selection statistics

Manitoba | via Manitoba Provincial Nominee Program (MPNP)

On October 24, Manitoba held its 231st Expression of Interest (EoI) draw for the PNP category. In the draw, the province issued a total of 253 letters of advice to apply. Details as exhibited in the table below.

Candidates in the Skilled Worker Overseas stream needed invitations through a targeted recruitment initiative. While through its base Provincial Nominee Program (PNP), the province issued a total of 210 invitations, it issued 43 invitations through its enhanced PNP category.

Prince Edward Island (PEI) | via Prince Edward Island Provincial Nominee Program (PEI-PNP)

Recently, the government of Prince Edward Island (PEI) issued a total of 48 invitations. In this PEI-PNP draw, the minimum points required under the business immigration category was 97.

The province issued invitations to the following types of candidates - Candidates with work permits expiring this year, including those currently working in healthcare, construction, trucking, and transportation sectors, as well as international graduates.

In contrast to the 46 invitations that were issued to Express Entry and Labour applicants, only 2 candidates were invited under the business/investment migration category.

British Columbia | via British Columbia Provincial Nominee Program (BCPNP)

Last week, the province of B.C., through the B.C. Provincial Nominee Program (BCPNP) issued 125 invitations under the Skilled Worker and International Graduate Streams.

Minimum scores varied by category, with draws based on specific occupations. Candidates needed job offer a company registered in British Columbia in order to qualify.

Quebec

Quebec issued a total of 1,650 invitations under the Regular Skilled Worker Program. Candidates needed an oral French proficiency score of 7 on the Échelle québécoise des niveaux de compétence en français (NCLC) and must meet one of the following criteria:

  • a minimum score of 573, or
  • a legitimate job offer from outside Montreal and its immediate surroundings

How does Canada’s PNP Programs work?

Provincial Nominee Programs (PNPs) are established to suffice the immigration requirements of the participating province or territory. All provinces of Canada (except Quebec, which has its own immigration programs) as well as territories (except Nunavut) has their own Provincial or Territorial Nominee Programs. The participating provinces and territories sign agreements with Immigration Refugees and Citizenship Canada (IRCC) enabling them to select candidates from the Express Entry pool that meets their requirements. Once a candidate receives the “Provincial Nomination Certificate”, he or she is required to make a separate application to IRCC.

Types of Canada’s PNP programs

Provincial Nominee Programs can be broadly classified into 2:

Regular Nominations: These are provincial nominee programs that are not Express Entry aligned. That is, the candidate selection and subsequent application processing happens at provincial levels, depending on the program’s timelines and criteria defined by the provincial government alone. They are also known as “base nominations”.

Enhanced Nominations: Every participating province or territory has at least one immigration program/stream that is Express Entry aligned. Enhanced Nominee Programs are provincial nominee programs that are Express Entry aligned. The provincial and territorial governments have visibility into the Express Entry pool through these programs. When a province or territory nominates an individual (based on his or her credentials and/or circumstances and/or interests), he or she receives the provincial or territorial nomination certificate. Once the candidate has a provincial or territorial nomination certificate, he or she can apply for Canadian permanent residence based on the nomination. Successful applicants will receive 600 points to their Express Entry profile, triggering an Invitation to Apply (ITA).
