Three provinces (Ontario, British Columbia, and Manitoba) have selected candidates through their Provincial Nominee Programs (PNPs) to apply for permanent residence in their respective province. Candidates were invited to apply based on various factors like their work experience, skills, and education. Immigration streams are pathways to permanent residence, often focusing on specific aspects of a candidate's profile.
Each Provincial Nominee Program (PNP) ranks candidates’ eligibility based on their own points grid (aka selection matrix or selection grid). Your points in one province’s selection grid must not be compared with another province’s, simply because each province follows their own methodology. Some PNP streams are “enhanced”, meaning selection through these streams happen through the Express Entry selection system. Candidates in Express Entry with a nomination certificate from a province (provincial nomination certificate) receives 600 additional CRS points, assuring them an Invitation to Apply (ITA) most likely in the very next selection draw itself.
Ontario | via Ontario Immigrant Nominee Program (OINP)
The Ontario Immigrant Nominee Program (OINP) held two selection draws for the Employer Job Offer: Foreign Worker stream. The first draw was conducted on 13 August and a total of 420 applicants with a valid job offer in specific healthcare occupations and a minimum OINP provincial grid score of 50 were selected to apply. On the same day, a total of 958 applicants with job offers in other in-demand positions and a minimum score of 54 were also invited.
British Columbia | via British Columbia Provincial Nominee Program (BCPNP)
This week, B.C., through the British Columbia Provincial Nominee Program (BC-PNP) conducted four targeted draws for skilled workers and international graduates. Candidates with the required skills for in-demand roles in five economic sectors were invited to apply in this selection draw.
In the draws, 135 candidates were invited with different minimum scores required for each category:
- 45 candidates for IT jobs had to score at least 120
- 27 candidates for construction required a minimum score of 89
- 35 candidates in childcare needed a minimum score of 87
- 27 candidates in healthcare needed a minimum score of 99
- In the veterinary field, fewer than five applicants needed a score of 80 or higher
Manitoba | via Manitoba Provincial Nominee Program (MPNP)
On 15 August, MPNP conducted two selection draws. A total of 252 applicants meeting the province’s eligibility criteria were invited under the International Education Stream, which includes having a master's or doctoral degree from a Manitoba institution within the previous three years and a CLB of at least seven. There was no specified cut-off score for this draw.
The MPNP invited 40 candidates in a second draw under the Skilled Worker Overseas stream. 37 invitations were issued to applicants with a valid Express Entry profile, out of the total 292 applications received.
Provincial Nominee Programs (PNPs) are established to suffice the immigration requirements of the participating province or territory. All provinces of Canada (except Quebec, which has its own immigration programs) as well as territories (except Nunavut) has their own Provincial or Territorial Nominee Programs. The participating provinces and territories sign agreements with Immigration Refugees and Citizenship Canada (IRCC) enabling them to select candidates from the Express Entry pool that meets their requirements. Once a candidate receives the “Provincial Nomination Certificate”, he or she is required to make a separate application to IRCC. Provincial Nominee Programs can be classified into 2:
Regular Nominations: These are provincial nominee programs that are not Express Entry aligned. That is, the candidate selection and subsequent application processing happens at provincial levels, depending on the program’s timelines and criteria defined by the provincial government alone. They are also known as “base nominations”.
Enhanced Nominations: Every participating province or territory has at least one immigration program/stream that is Express Entry aligned. Enhanced Nominee Programs are provincial nominee programs that are Express Entry aligned. The provincial and territorial governments have visibility into the Express Entry pool through these programs. When a province or territory nominates an individual (based on his or her credentials and/or circumstances and/or interests), he or she receives the provincial or territorial nomination certificate. Once the candidate has a provincial or territorial nomination certificate, he or she can apply for Canadian permanent residence based on the nomination. Successful applicants will receive 600 points to their Express Entry profile, triggering an Invitation to Apply (ITA).
