Ontario, British Columbia, and Manitoba Invite Candidates Through PNPs

Provincial Nominee Programs (PNPs) are established to suffice the immigration requirements of the participating province or territory. All provinces of Canada (except Quebec, which has its own immigration programs) as well as territories (except Nunavut) has their own Provincial or Territorial Nominee Programs. It is a popular method for skilled workers to immigrate to Canada. Recently, three Canadian provinces has invited applications for their PNPs.

Being nominated by a province does not guarantee permanent residence. Candidates must still go through Immigration, Refugees and Citizenship Canada’s (IRCC’s) immigration formalities. However, it significantly boosts their application, as those who receive a provincial nomination secure an additional 600 CRS points, ensuring an ITA in the next Express Entry draw.

Canada’s latest Provincial Nominee Programs (PNPs) selection statistics

Manitoba | via Manitoba Provincial Nominee Program (MPNP)

In the last week, the province, through the Manitoba PNP (MPNP), conducted three targeted draws. The first draw, for candidates in the Skilled Worker in Manitoba stream, issued 82 invitations to those who had completed post-secondary education in the province. The cutoff score for the draw was 845 points.

The province welcomed 114 applicants for the International Education stream. MPNP also organized a draw for the Skilled Worker Overseas stream, inviting 38 applicants with a minimum score of 711, who were eligible through a "Strategic Recruitment Initiative."



Ontario | via Ontario Immigrant Nominee Program (OINP) 

In the last week, the province of Ontario, through the Ontario Immigrant Nominee Program (OINP) issued a total of 885 invitations to skilled trades workers with a minimum score of 48 for the Employer Job Offer: Foreign Worker Stream.

The province issued a total of 841 invitations under the same stream in a targeted draw for additional key occupational categories. Candidates who scored 52 or above and had a job offer in a priority occupation were eligible for invitation.

British Columbia | via British Columbia Provincial Nominee Program (BCPNP)

In the last week, Canada’s pacific province British Columbia, through its British Columbia Provincial Nominee Program (BC-PNP), welcomed over 173 individuals for the Skilled Worker and International Graduate streams, each with distinct minimum cut-off scores by industry.

A total of 44 invitations were issued to candidates in the childcare sector with a minimum score of 83. A total of 25 invitations were issued to candidates engaged in construction-related jobs with a minimum score of 89. For key occupations in the healthcare sector, a total of 12 invitations were issued and the minimum score required to be invited was 99. A total of 83 invitations were issued to candidates in the technology sector and the minimum score required to be invited was 116. Applicants who had proven full time paid work experience in the veterinary care sector received less than 5 invitations, and the minimum score required to be invited was 80.

How does Canada’s PNP Programs work?

Provincial Nominee Programs (PNPs) are established to suffice the immigration requirements of the participating province or territory. All provinces of Canada (except Quebec, which has its own immigration programs) as well as territories (except Nunavut) has their own Provincial or Territorial Nominee Programs. The participating provinces and territories sign agreements with Immigration Refugees and Citizenship Canada (IRCC) enabling them to select candidates from the Express Entry pool that meets their requirements. Once a candidate receives the “Provincial Nomination Certificate”, he or she is required to make a separate application to IRCC.

Types of Canada’s PNP programs

Provincial Nominee Programs can be broadly classified into 2:

Regular Nominations: These are provincial nominee programs that are not Express Entry aligned. That is, the candidate selection and subsequent application processing happens at provincial levels, depending on the program’s timelines and criteria defined by the provincial government alone. They are also known as “base nominations”.

Enhanced Nominations: Every participating province or territory has at least one immigration program/stream that is Express Entry aligned. Enhanced Nominee Programs are provincial nominee programs that are Express Entry aligned. The provincial and territorial governments have visibility into the Express Entry pool through these programs. When a province or territory nominates an individual (based on his or her credentials and/or circumstances and/or interests), he or she receives the provincial or territorial nomination certificate. Once the candidate has a provincial or territorial nomination certificate, he or she can apply for Canadian permanent residence based on the nomination. Successful applicants will receive 600 points to their Express Entry profile, triggering an Invitation to Apply (ITA).
