According to the most recent Provincial Nominee Program (PNP) draw results, four Canadian provinces have invited applicants to apply for permanent residence.

Provincial Nominee Programs (PNPs) are Canada’s most prominent economic immigration pathways. The Immigration Levels Plan 2023–2025 predicts that by the end of 2025, Canada would be able to accommodate 117,500 new permanent residents annually under PNPs. Though immigration is a shared responsibility between the federal and provincial governments, and Immigration, Refugees and Citizenship Canada (IRCC) has the ultimate word on who qualifies as a permanent resident, provincial governments have the upper hand to select candidates who fulfil the requirements of their labour markets.

The province is also able to address deficiencies in the provincial labour force by implementing a programme that enables the provinces to choose competent individuals who they believe have good chance of becoming economically established. Both administrations view this as a useful instrument for boosting Canada’s economy. The maximum number of nominees a province may submit varies annually. For 2023, 105,000 PNP applicants are expected to be invited, in total. The 11 provinces and territories with PNP programmes (Quebec and Nunavut don’t have PNPs) are then given a share of the available places.

For instance, Ontario will receive 16,500 nominations in 2023, while Newfoundland and Labrador just stated that it will receive 3,050 nominations, which is double compared to 1,500 (the number of invitations the province issued last year).

 

Recent PNP Draws | Details & Statistics

British Columbia

Through the BC PNP, British Columbia welcomed more than 171 candidates recently. A total of four distinct draws were conducted, out of which three were targeted and one was broad.

If they met the minimum cut-off scores of 104 (for skilled workers) or 107 (for international graduates) in the general draw, applicants from the Skilled Worker and International Graduate Streams (including Express Entry candidates) were asked to apply. If they received a minimum score of 85, applicants for the Entry-Level and Semi-Skilled streams may also have received an invitation.

The government of Canada conducted three targeted draws, and each draw had a minimum required score of 60. One draw invited 22 candidates who work as early childhood educators and assistants under the NOC 42202 code, another draw invited 16 candidates with healthcare occupations, and the remaining draw invited less than five candidates from other priority occupations. Notably, Entry-Level, and Semi-Skilled candidates were not included in any of these targeted draws.

 

Saskatchewan

Earlier this month, Saskatchewan held two separate draws inviting a total of 1032 candidates. The Saskatchewan Immigrant Nominee Programme (SINP)’s Express Entry stream selected 739 of the applicants for invitations. The Occupations-In-Demand stream was used to invite the final 293 candidates. Candidates in both disciplines need an Educational Credential Assessment (ECA) with a minimum score of 68. Throughout 2023, the province has held selection draws at least once a month.

New Brunswick

Results of the April PNP draw have been released by New Brunswick. Typically, the province issues invitations to candidates throughout the month, and then simultaneously releases all the results.

Through the Express Entry stream of the NB PNP, 86 applicants received invitations in April. The remaining 14 were from the NB Occupations in Demand Connection, while 45 of them were in the NB Employment Connection, 27 in the NB Student Connection, and 45 in the NB Student Connection.

Candidates who have been invited have 45 days to finish their applications. Candidates have 30 days to accept the nomination in their Federal Express Entry account if it is accepted for nomination by the province.

 

Manitoba

539 Letters of Advice To Apply (LAAs) under the Manitoba Provincial Nominee Programme (MPNP) were issued by Manitoba on May 4. Candidates from three streams were selected. 252 applicants who received a score of at least 606 in the Skilled Worker stream were selected in an occupation-specific draw. The following professions were taken into consideration for candidates:

12 – Specialised administrative positions and financial and administrative supervisors

22 – Technical jobs involving the natural and applied sciences

70 – Middle management positions in the transportation and trades

 

A Letter of Advice to Apply was given to an extra 199 Skilled Workers in a non-occupational draw. A score of 650 was necessary for these applicants.  Additional applicants with minimum scores of 699 included 39 through the International Education Stream and 49 through the Skilled Workers Overseas Stream.
