On this October 9, Jean François Roberge, the Quebec’s immigration minister, unequivocally declared a new policy aimed at promoting diversity of national origin among economic immigrants settling in Quebec. Roberge emphasized a significant decrease in the diversity of origin in applications for the Regular Skilled Worker Program by 2024.
The policy, effective from October 9, 2024, to October 9, 2025, imposes a strict limit on the number of foreign nationals accepted through the Regular Skilled Worker Program to a maximum of 25% from any single country. Furthermore, for each draw conducted by the Quebec immigration ministry, the proportion of invitations issued to foreign citizens from any single country will not exceed 25%.
The Quebec government may extend the policy to the Skilled Worker Selection Program, replacing the Regular Skilled Worker Program. Nevertheless, the new policy is not expected to impact the number of French speakers who receive invitations.
Quebec's skilled immigration process requires applicants to submit an Expression of Interest (EOI) in the Arrima pool. Candidates are then evaluated based on various factors like age, education, language proficiency, work experience, family composition, job offer, and ties to Quebec.
The Regular Skilled Worker Program's scoring grid prioritizes French proficiency over English. Candidates selected by the Quebec government apply to the Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI) through the Mon Project Quebec portal. If successful, candidates receive a Quebec Selection Certificate (CSQ), which they can use to apply for Canadian permanent residency.
