Canadian Family Sponsorship allows Canadian citizens and permanent residents to bring their loved one to the country. These programs enable certain family members to obtain permanent residency in Canada. Recognizing the importance of family unity, Canada offers expedited processing timelines for sponsoring immediate family members. This facilitates a faster and smoother immigration process for your loved ones at home.

Who Can Sponsor Their Parents & Grandparents?

Canadian citizen, a permanent resident of Canada, or a registered Indian under the Canadian Indian Act of 1985 can sponsor their Parents & Grandparents.

To qualify as a sponsor in Canada:

You have the option to include your spouse or common-law partner’s income by having them co-sign with you. You must also meet all other requirements stipulated in the Immigration and Refugee Protection Act and the Immigration and Refugee Protection Regulations in order to sponsor your parents or grandparents to Canada.

If you reside outside Quebec, you must make an undertaking, which is a commitment to financially support the sponsored family members for a specific duration. The undertaking entails the following obligations:

  • Providing financial support to the sponsored family members for 20 years from the time they become permanent residents, AND
  • Repaying any provincial social assistance received by the sponsored family members during that period.

Additionally, in Quebec, both you (the sponsor) and your sponsored family members must agree to specific responsibilities outlined in the sponsorship agreement. This agreement encompasses providing for the basic needs of the sponsored family members, such as food, clothing, shelter, utilities, personal requirements, household supplies, fuel, and healthcare [those that are not covered by public health insurance]. The sponsored individuals are expected to make efforts to support themselves and their family members.

It is crucial to note that the sponsorship agreement remains valid, and the sponsor is obligated to cover the basic needs outlined in the agreement, even in the event such as the end of marriage, separation, divorce, family disputes, unemployment, changes in finances, or the death of the main applicant.

 

How To Apply?

You can apply to sponsor your parents or grandparents when you receive an invitation to apply from Immigration, Refugees and Citizenship Canada (IRCC) to sponsor. To apply, you need to submit two applications simultaneously.

Both applications should be submitted online, and it’s important to adhere to the deadline mentioned in your invitation letter.

 

How Long Does the Process Take?

The processing time for parental sponsorship applications is estimated to be around 20 to 24 months, but it can vary depending on factors such as application volume, completeness, and complexity.

To get the most up-to-date processing times, it is advised to refer to the Immigration, Refugees and Citizenship Canada (IRCC)’s website. Submitting a complete and accurate application helps minimize potential delays during application processing.

 

When does parental sponsorship for 2023 start?

For the current year, specific information regarding the opening of parent sponsorship under the Parent and Grandparent Program (PGP) is yet to be announced by Immigration, Refugees and Citizenship Canada (IRCC). The PGP has been operating through a lottery system since 2020, where interested sponsors are randomly selected to receive an Invitation to Apply (ITA). In previous years, IRCC accepted a varying number of completed PGP applications, including up to 10,000 in 2020, up to 30,000 in 2021, and 15,000 in 2022.

There are still approximately 155,000 potential sponsors remaining in the pool of candidates who expressed their interest in Fall 2020. However, it is currently unknown whether Canada will continue to draw from this candidate pool for the PGP in 2023. It is recommended to consult official announcements from IRCC and refer to the 2023-2025 Immigration Levels Plan for updates on the process and timing of parent sponsorship in 2023.

As outlined in Canada’s 2023-25 Immigration Levels Plan, Canada has set specific targets for parent and grandparent sponsorship in the coming years. The plan aims to welcome a significant number of parents and grandparents under family immigration. The targets for parent and grandparent sponsorship are as follows:

  • 2023: the target is to welcome approximately 28,500 parents and grandparents,
  • 2024: the target is to admit around 34,000 parents and grandparents, AND,
  • 2025: the target is to facilitate the immigration of approximately 36,000 parents and grandparents.
These targets demonstrate Canada’s commitment to family reunification and the importance placed on enabling parents and grandparents to join their families in Canada.
