British Columbia and Manitoba Selects Candidates

Over the past two weeks, British Columbia and Manitoba have invited candidates through draws conducted under their Provincial Nominee Program (PNP). These draws coincided with the recent introduction of new selection categories of Immigration Refugees and Citizenship Canada (IRCC) for Express Entry candidates, potentially encompassing those who had applied for an enhanced PNP – in the sense, Express Entry aligned PNP program.

According to Immigration Refugees and Citizenship Canada (IRCC), future draws will not exclusively focus on the new categories, and Express Entry PNP draws will continue to be conducted, despite the new changes that has been affected in the selection process.

The selection category draws in various provinces and territories across Canada, excluding Quebec and Nunavut. These provinces and territories conduct PNP draws to extend invitations to candidates in particular occupational fields, National Occupational Classification (NOC) codes or based on their language proficiency. For instance, numerous provinces have PNP immigration streams designed specifically for tech or healthcare professionals. In fact, British Columbia frequently conducts targeted draws for healthcare workers, often on a weekly basis.

The federal and provincial governments share responsibilities for immigration. Through the Provincial Nominee Program (PNP), provincial governments have the authority to select economic immigration candidates for permanent residency. They choose candidates whom they believe will be able to quickly establish themselves economically in the province that nominated them. Additionally, the PNP allows provinces to effectively focus on candidates who can contribute to employment shortages in specific regions.

 

Selection Draw Conducted by British Columbia

British Columbia held 2 draws recently – on May 23 and May 30. The province announced the news on May 23, that they conducted 4 draws and over 140 candidates were invited. The most significant draws focused on tech occupations and selected 103 candidates from the Skilled Worker and International Graduate streams, which include Express Entry candidates as well. To be eligible, applicants needed to have a minimum Skills Immigration Registration System (SIRS) score of 90.

In addition, there was a separate draw targeting early childhood educators and assistants where 20 candidates were invited. Another draw focused on healthcare workers and issued invitations to 17 candidates. Finally, a draw for other priority occupations invited less than 5 candidates.  Each of these three draws, a minimum SIRS score of 60 was required.

On May 30, the most significant selection was a broad draw that did not focus on any profession or field. It welcomed 151 candidates from the Skilled Worker, International Graduate, and Entry level and Semi-Skilled Streams. The minimum SIRS score required ranged from 85 to 107.

The other three categories in the draw remained unchanged compared to the previous week. Specifically, there were 26 invitations issued to early childhood educators and assistants, 14 to healthcare workers and fewer than five invitations to candidates in other priority occupations. Once again, candidates in these categories were required to obtain a minimum SIRS score of 60.

Selection Draw Conducted by Manitoba

Manitoba Invites 589 Candidates from three Streams on a draw conducted on June 1. Candidates from two distinct categories were extended invitations by the Manitoba Provincial Nominee Program (MPNP). The first category encompassed 262 candidates who possessed work experience in the following NOC major groups:

  • 11-Finance and business-related professional occupations,
  • 13-Administrative and transportation logistics occupations,
  • 21-Natural and applied sciences professional occupations,
  • 42-Front-line public protection services and paraprofessionals occupations in legal, social, community and education services, and
  • 44-Care providers and occupations in legal and public protection support

 

To qualify in this category, candidates needed a minimum score of 607. The second category comprised 240 Skilled Workers who were invited without any specific occupation requirement. These candidates were required to have a minimum score of 669. Furthermore, the province issued invitations to 56 candidates under the International Graduate stream and 31 Skilled Workers Overseas. These individuals achieved a minimum score of 801.

In addition to that, Manitoba conducted a selection cycle and welcomed 29 applicants under the Special Measures for Ukraine Act. This specific category aims to attract individuals from Ukraine who also fulfill the requirements for a specific immigration stream within the MPNP (Manitoba Provincial Nominee Program).
