Four provinces conducted draws for their Provincial Nominee Program (PNP), issuing invitations to candidates to apply for Permanent Residence (PR) and relocate to their respective provinces.

Details of British Columbia’s Selection

British Columbia carried out two separate draws recently, involving six different categories of the British Columbia Provincial Nominee Program (BCPNP). It would be noteworthy to emphasize that within the framework of the BCPNP, the Express Entry British Columbia (EEBC) Options Streams correspond to Provincial Nominee Program (PNP) pathways that align with the Express Entry system. These pathways are also acknowledged as enhanced nominations, affording individuals within the federal Express Entry pool the opportunity to secure a nomination from a specific province. This, in turn, grants them an additional 600 points under the Comprehensive Ranking System (CRS), thereby bolstering their eligibility to immigrate to that province.

In the first draw, 175 Invitations to Apply (ITAs) were issued in a general selection process, distributed among various streams, each with specific Comprehensive Ranking System (CRS) cut-off scores:

  • Skilled Worker Stream: CRS cut-off at 106

  • Skilled Worker Express Entry British Columbia (EEBC) Option Stream: CRS cut-off at 106

  • International Graduate Stream: CRS cut-off at 109

  • International Graduate EEBC Option Stream: CRS cut-off at 109 

  • Entry Level and Semi-Skilled Stream: CRS cut-off at 87

The second draw specifically targeted certain professions within the Skilled Worker International Graduate Stream, which incorporates the Express Entry British Columbia (EEBC) alternative. Childcare – individuals in the Early Childhood Educators and Assistants category (NOC 42202) with a CRS score of at least 60 obtained 30 ITAs. Healthcare practitioners with a CRS score of 60 or more secured 30 ITAs. Moreover, in the recent draw, a minimum of four ITAs were extended to candidates in other priority occupations, specifically Veterinarians (NOC 31103) and Animal Health Technologists and Veterinary Technicians (NOC 32104), who met the CRS threshold of 60 points.

 

Details of Manitoba’s Selection

On July 28th, Manitoba conducted three distinct draws across separate streams. These draws included:

  • Skilled Worker in Manitoba Stream: a total of 299 Letters of Advice to Apply (LAAs), equivalent to an Invitation to Apply (ITA) in the Manitoba Provincial Nominee Program (MPNP), were issued to candidates with a minimum Comprehensive Ranking System (CRS) score of 633.

  • International Education Stream: this stream granted 41 LAAs to candidates, with their specific minimum CRS score not reported. 

  • Skilled Worker Overseas Stream: a total of 15 LAAs were issued to candidates who achieved a minimum CRS score of 726. This was done as part of a strategic recruitment initiative.

Out of the total 354 LAAs issued, 56 were presented to candidates who had declared a valid Express Entry profile, suggesting that these are likely enhanced nominations.

 

Details of Ontario’s Selection

Ontario held a normal draw through its French-Speaking Skilled Worker Stream. A total of 95 Notifications of Interest (NOIs), which are comparable to Invitations to Apply (ITAs), were issued in this draw. These NOIs were made available to applicants having CRS (Comprehensive Ranking System) scores between 321 and 374. However, being a Provincial Nominee Program (PNP), various other factors, such as, genuine intent, demand NOCs, etc., were given higher priority.

Details of Quebec’s Selection

Quebec conducted its own provincial immigration draw on July 20th through the Arima portal, extending invitations to 1633 candidates who fulfilled either of the following criteria:

  • Attained a proficiency level [Canadian Language Benchmark level] of 7 in French based on the Québec scale of French proficiency levels for adult immigrants, or an equivalent proficiency level,

  • Achieved a minimum Comprehensive Ranking System (CRS) score equal to or above, and

  • 596 points. Held a valid job offer outside of the Communauté metropolitans de Montréal, which refers to the Montreal Metropolitan Area.

Information on the Provincial Nominee Program

Provincial Nominee Programs (PNPs), established in 1998, serves to evenly distribute the benefits of immigration across Canada. Conventionally, a significant proportion of immigrants tend to settle in densely populated provinces such as Ontario, British Columbia, or Quebec. However, the PNP authorizes provinces to select individuals whose skills align with their labor market requirements or demographic needs, facilitating their immigration to those specific provinces.

Each Canadian province administers its own PNP, except for Quebec, which operates its distinct immigration program, and Nunavut. The PNPs have effectively diversified the geographical distribution of immigration within Canada. At present, they stand as the primary avenue for economic immigration, projecting the arrival of over 333,000 new Canadian residents between 2023 and 2025.
