Quebec Experience Class Program (PEQ)

The Programme de l’expérience Québécoise (PEQ), commonly referred to as the Quebec Experience Class is the ideal immigration pathway for candidates who have previously studied or worked in the province of Quebec.

 

Immigration to the province of Quebec starts with the province issuing the Certificat de sélection du Québec (CSQ). Commonly referred to as the Quebec Selection Certificate, this document allows its holder to apply for permanent residency under PEQ as well as QSW. Once the CSQ is obtained, the applicant must then submit the same to Immigration Refugees and Citizenship Canada (IRCC). It is IRCC that issues the permanent resident visa based on criminality and medical checks.

 

Listed below are the requirements for the Quebec Experience Class (PEQ) for foreign students and non-Canadians working in Quebec on a work permit (work visa). However, candidates who do not fulfil the requirements of Quebec Experience Class (PEQ) may still apply under the Quebec Skilled Worker Program (QSWP), also known as the Regular Skilled Worker Program (RSWP).

 

A Popular Option for Foreign Workers in Quebec

Foreign workers working in Quebec with a valid work permit will be able to apply under this program if:

  • The person has at least 1 year of work experience in Quebec in the last 2 years; AND
  • The person is employed in a managerial or professional occupation in Quebec; AND
  • The person is having legal status in Quebec on the date the application is made; AND
  • The person can prove he or she has completed an advanced intermediate level French course at a Quebec institution (if the person’s education in Quebec was not conducted in French language); OR
  • The person can prove his or her French language proficiency by a taking a French language test recognised by the Quebec government; OR
  • The person can prove he or she has satisfied the French language requirements of the professional order governing his or her occupation in Quebec.

 

A Popular Option for International Students who studies/have studied in Quebec

The Quebec Experience Class is a popular option of students who studies (or have studied) in the province of Quebec. To be eligible to apply under this program, the student:

  • Must have secured a degree or diploma in a college/university recognised by the Quebec ministry of education; AND
  • Must apply under the program within 3 years (36 months) from the study program’s end date; AND
  • Must have studied in the college/university for at least 2 years (1800 hours of study); AND
  • Must prove he or she has completed an advanced intermediate level French course at a Quebec institution (if the student’s course was not conducted in French language); OR
  • Prove French language proficiency by a taking a French language test recognised by the Quebec government.

 

The following language tests are recognised by the Quebec government for French:

  • Diplôme d`études en langue française (DELF/DALF)
  • Test de connaissance du français (TCF)
  • Test d`Evaluation du français adapté pour le Québec (TEFaQ)
  • Test d`Evaluation du Français (TEF)
  • Test de connaissance du français pour le Québec (TCFQ)

No matter which test the applicant choose to take in order to substantiate his or her French language proficiency, they are converted to the Canadian Language Benchmark (CLB; NCLC for French) when it comes to immigration to Canada.

 

The following language tests are recognised by the Quebec government for English:

  • International English Language Testing System (IELTS) – General Training only
  • Canadian English Language Proficiency Index Program (CELPIP) – General Training only
  • Test d'Evaluation de Français (TEF) – for French

Processing Timelines 

Quebec Experience Class is a 2-stage process and is highly expedited (made fast) by the Quebec immigration authorities.

 

Stage 1: The government of Quebec aims the issuance of the Quebec Selection Certificate (CSQ) within 1 months’ time for applications under the Quebec Experience category.

 

Stage 2: Once the applicant receives the selection certificate, he or she need to apply to Immigration Refugees and Citizenship Canada (IRCC) for permanent residence. This processing time may vary from one visa office to another.
