As Canada concentrates on addressing its severe labour market shortages, immigration is a critical component of the solution. Canada increased its immigration intake to combat a tight labour market. The country achieved a record last year by awarding more than 437,000 foreigners’ permanent residency, according to latest reports from the government.

The Immigration, Refugees and Citizenship Canada (IRCC) reported that Canada had met its goal of settling over 431,645 new permanent residents in 2022, making the year’s intake the highest in Canadian history. This is in line with Canada’s goal of immigrating over half a million new permanent residents by the end of 2025, which would break the previous record set in 2021. The ministry mentioned that immigration is key part of the solution as Canada tries to address its labour shortage issues, people with PR permits will be eligible to apply for a citizenship after 5 years. According to the statement issued by the government, the process of immigration accounts for approximately 100% of the growth in Canada’s labour force and, up from about 20.5% in 2011, it is also predicted that immigrants will make up to about 30% of Canada’s population by 2036. After taking office in 2015, Prime Minister Justin Trudeau’s administration has relied on immigration to strengthen the Canadian economy and care for its ageing population.

There is a severe shortage of skilled workers in sectors like healthcare, and according to the most recent data from the government, there were more than 871,150 job openings in Canada in October, down from a record high of over a million positions available in May. To address this, Ottawa for the first time in 2023, is preparing tailored draws for skilled immigrants, enabling it to handpick candidates with the most in-demand talents for the areas of the country that need workers the most. The revision of Canada’s NOC version – from the previous 2016 version to the new 2021 version – is also thought to be part of this plan.

However, many immigrants still struggle to obtain employment in their desired fields, and some advocates claimed that the services have not increased at a rate that keeps up with the growth in permanent residents. According to the Immigration, Refugees and Citizenship Canada (IRCC)Canada has also had trouble keeping up with an increase in applications when limitations relating to the COVID-19 epidemic were loosened. The number of applications processed doubled to roughly 5.2 million in 2022 from the previous year.
