Manitoba hosted another round of invitation on November 06, 2020, allowing 205 immigration applicants to apply for a provincial nomination for permanent residence in Canada. The Manitoba Provincial Nominee Program (MPNP), this time, invited skilled workers and international student graduates through three immigration streams:

  • Skilled Workers in Manitoba

  • Skilled Workers Overseas

  • International Education streams

The invitations, also known as Letters of Advice to Apply (LAAs), were distributed with the following criteria for an Expression of Interest (EOI) score:

  • Skilled Workers in Manitoba — 166 LAAs with a minimum score of at least 461

  • Skilled Workers Overseas — 16 LAAs with a minimum score of at least 708

  • International Education Stream — 23 LAAs, no EOI score requirement.

To this date in the current year, the province has issued a total of 4,273 LAAs. Candidates eligible for any of these programs are given a CRS score in the Express Entry pool. It is based on their Core/Human capital factors such as age, work experience, education, and language ability in English and/or French.

The highest-ranked candidates in the pool are then invited to apply for permanent residence through the regular Express Entry draws. Candidates who receive express entry scores below the CRS cut-off scores can apply for provincial nomination programs, which is the best option to increase their scores. The highest-ranked candidates in the Express Entry pool are issued Invitations (ITAs) in regular invitation rounds.

Candidates who succeed in receiving the nomination, an additional 600 CRS points will automatically be awarded to their current CRS net, which will effectively guarantee them an Invitation to Apply from Immigration, Refugees and Citizenship Canada.

If applicants scored above the minimum ranking but did not receive a LAA, it could be because:

  • There was no valid test number for the third-party language test, and/or,

  • Language test report is expired, and/or,

  • Under a strategic recruitment initiative, the applicant was invited, but they did not submit a valid invitation number

This applies to any successful candidate of any Provincial Nominee Program (PNP). In this draw, Express Entry candidates who received a provincial nomination from Manitoba declared a valid Express Entry ID and issued a job seeker validation code. Individuals who wish to immigrate through Manitoba’s Provincial Nominee Program (MPNP) need to register an Expression of Interest(EOI) with the MPNP to receive an LAA through the Skilled Workers in Manitoba and Skilled Workers Overseas streams.

Candidates eligible for any of these programs are given a score out of 1000 points. It is based on their Core/Human capital factors such as age, work experience, education, and language ability in English and/or French.

The Skilled Workers Overseas Category and Skilled Workers in Manitoba streams allow the province to nominate skilled workers who can support Manitoba’s labour market needs.

Applicants may not have to be physically present in Manitoba at the time of application.

Candidates applying from abroad need to have an existing link with Manitoba. This can be illustrated by close family relations or provincial mates/friends, prior work experience in Manitoba, or an invitation under one of MPNP‘s Strategic Recruitment Initiatives.

Successful applicants under the Skilled Worker in Manitoba category must comply with certain requirements, such as the full-time permanent employment offer from an employer in Manitoba. International students having in-demand skills, graduated from an educational institution in Manitoba may receive an LAA under the International Education Stream.
