The Government of Quebec is planning to launch an immigration pilot program intended to help solve the coronavirus home care epidemic in the province.

One of two pilots revealed by Immigration Minister Simon Jolin-Barrette on Thursday, 28 May will see 550 Quebec Selection Certificates (CSQs) set aside for orderlies each year.

The shortage of staff in Quebec’s care homes, known as CHSLDs, was partly blamed for putting them at the forefront of the COVID-19 crisis in the French-speaking province.

Jolin-Barrette wants to use immigration to address this problem, noting that since 2013, only 115 new orders have failed to enact existing programs.

” Our selection programs are not delivering the goods. I assume that it will be more appealing with this new project. The need is instantaneous, “he said on Thursday.

The pilot program will target orderlies with two years of experience in their country of origin. They must agree to work in the Quebec health care system for two years. Further details are expected to be released shortly.

The pilot released by the Québec Ministry for Immigration, Francisation and Integration (MIFI) announced the press release, which highlighted what it called a ‘frogging epidemic’ of labor ‘ in all regions.’

The latest pilot was one of two to be revealed on Thursday, with the second to target occupations in the artificial intelligence and IT industry, also having 550 CSQs per year.

MIFI said the second pilot was planned to “contribute on the international scene to Quebec ‘s influence and competitiveness in those sectors.”

Jolin-Barrette also launched his second attempt on Thursday to update the Quebec Experience System (PEQ), following a failed effort in fall 2019.

Under the amendments, temporary foreign employees will need three years of experience in the last four years, while students will need one or two years of work experience to apply for immigration to Quebec.

The reforms that would increase the PEQ processing time to six months so that the PEQ and the professional workers system are ‘consistent and equal’.

More changes see an educational institution excluded as an appropriate proof of French competence by undertaking an specialized intermediate level French training provided in Quebec.

In addition, spouses of the main applicants are required to demonstrate oral French at levels 4, as part of the further changes that will come into force within a year.
