The Francophone immigration initiative aims the increase in Francophone immigration levels in various provinces and territories across Canada. The Government of Canada in its 2018 budget, had announced a net sum reserve of C$12.6 million over three years to enable and facilitate the integration and retention of French-speaking newcomers in Canada.

This funding will be provided only to those provinces and territories that were selected by the government as a ‘Welcoming Francophone Community’ as part of the Government of Canada’s Action Plan for Official Languages. The selected provinces and territories can make use of this funding to create programs and activities to help French-speaking newcomers feel welcomed and integrated into Francophone minority communities. Now, Whitehorse in the Yukon Territory (YT) is also recognized as one among the Welcoming Francophone Community.

The Francophone Immigration Strategy was announced on March 13, 2019. It is a collaborative approach with federal, provincial, territorial and community partners, an approach described as “By and for Francophones”. It is designed and intended to enhance the vitality of official language minority communities through immigration, specifically, by increasing the proportion of French-speaking permanent residents outside of Quebec. It also aims the empowerment of French-speaking newcomers.

“Francophone communities open up their hearts to welcome French-speaking newcomers to Canada. Whitehorse will be able to be even more inviting to Francophone immigrants so they can feel welcome and where they will have more opportunities to make Canada their home,” said the Honourable Ahmed Hussen, Minister of Immigration, Refugees and Citizenship. “Through the launch of the Francophone Immigration Strategy, we are committed to increasing the proportion of French-speaking immigrants in Francophone minority communities.”
